Job Description:

Since 1958, Daughters of Charity Services has been dedicated to establishing and maintaining affordable, neighborhood-based programs, including primary medical and dental care, child care, and social services.  These programs increase accessibility to needed services in south San Antonio and Bexar County, particularly for poor and vulnerable and under-served populations but not to the exclusion of others.  


The Chief Financial Officer (CFO) directs all financial activities of the organization.  CFO is responsible for fiscal and budgetary control of Daughters of Charity Services, and responsible for financial analysis, reporting and interpretation of financial performance for all the business lines of the organization.  The CFO serves as an advisor to each of the business lines, President and Board of Directors.

Corporate Responsibility Officer:

The Corporate Responsibility Officer (CRO) oversees the development, implementation, operation and oversight of the Daughters of Charity Services Corporate Responsibility Program (CRP).  The CRP promotes adherence to laws, regulations and a high standard of individual and organizational ethical and business practices. 

The CRO has direct access to the Daughters of Charity Services San Antonio, CEO, Board of Trustees, Audit/Finance Committee, senior management and Legal Counsel. 

We are seeking an innovative self-starter to serve as a fulltime Chief Financial Officer, CFO / Corporate Responsibility Officer, CRO.  Primary responsibilities include operational management, supervision and development of program staff.  The successful candidate will grow and further develop a proven program.  They partner and collaborate with our management team to insure all programs are successful.  The objective is to provide an environment of empowerment and transformation for under-served families allowing them to become self-sufficient.  This position reports to the Chief Executive Officer.



  • Understand and manifest the mission, vision, and values of Daughters of Charity Services. 
  • Responsible for the preparation of all financial statements including profit and loss statements by business line, consolidated balance sheet, 990 reporting, and any other financial summary required by Ascension.
  • Responsible for all local, state, and federal grant reporting requirements, including but not limited to A133 post award reporting.
  • Serves as a collaborative partner within all healthcare business lines to assist in generating and implementing revenue generating processes such as but not limited to Delivery System Reform Incentive Payment (DSRIP) under the 1115 Waiver 
  • Responsible for establishing and developing strategies, policies and procedures that will enhance revenue for all business lines, which includes expanding billable services, acceptance of various insurance options, and, staying current on the latest revenue generating accounting guidelines.
  • Develop and present to the business line owners and the President, operational and financial models which will predict financial activity for all business lines.
  • Establish and recommend to management, major financial strategies, objectives, and policies for DCSSA.
  • Provide financial planning, interpret financial data, conduct monthly CFO reviews with all business line owners, and advise President and Senior Leadership Team on financial and operating issues.
  • Direct preparation of budgets, reviews budget proposals, and prepares necessary supporting documentation and justification by working with all business line owners.. 
  • Serves as liaison between DCSSA and all auditors; prepares all necessary audit responses, presents audit findings to the President and the Board of Directors.  Ensures that audit responses are implemented and adhered to by all of DCSSA’s business owners.
  • Prepare financial reports required by regulatory agencies.
  • Develop a strategy for accepting and recording restricted revenue and follow all widely accepted accounting principles for restricted donations.
  • Develop and Implement Endowment Spending policies and calculations. 
  • Responsible for conversion from MIP to PeopleSoft accounting platform
  • Performs related duties and fulfills responsibilities as required.

Corporate Responsibility Officer:

Administers the daily operations of the CRP for the Health Ministry.  Works closely with the Chief of Advocacy Officer and each of the business line owners and functional CRO’s (if any) to ensure that all CRO reporting requirements are met.              

Serves as Chair of the CRP Committee and other related groups.  Evaluates Committee membership, promotes active participation by Committee members and documents activities of the Committee.              

Develops, implements and monitors policies, procedures and practices for the operation of the Health Ministry and its related activities to address the elements of the CRP. 

Develops, implements and maintains a CRP auditing and monitoring program to address high risk compliance areas.              

Manages Values Line reports and responds to callers on a timely basis.  Such management may include direct investigation of reports; oversight of investigation of reports; and collaborating with Human Resources to ensure the implementation of consistent disciplinary actions.             

Provides support and direction to each of the operating unit and functional CROs (if any) to ensure that they fulfill their responsibilities; participate in their performance reviews.                          

Reports the results of compliance efforts and significant compliance issues to the Board of Trustees, Audit Committee and management.              

Prepares an annual report on the achievement of requirements in the Ascension Health CRP effectiveness assessment and maintains appropriate documentation related to the CRP.   Reports the results of the annual effectiveness assessment to the Board of Trustees, Audit Committee, management and the Ascension Health CRO.        

Maintains current knowledge of applicable federal and state laws, the healthcare regulatory environment and advancement in technologies and processes to ensure Health Ministry compliance.

  • Bachelors Degree in Accounting or Finance.
  • C.P.A. preferred.
  • Five years experience preferably in Heath or Social Service industry.
  • Knowledgeable of third-party reimbursement programs and Medicare/Medicaid.
  • Knowledgeable of pre and post federal grant award reporting.
  • Excellent communication, problem solving and analytical skills.
  • Possess analytical and problem solving skills.
